Bloomberg Index Services Limited (BISL) is the benchmark administration and index calculation business of Bloomberg L.P., the financial data and analytics group best known for the Bloomberg Terminal. BISL calculates and administers more than 50,000 indices daily across fixed income, equity, commodity, multi-asset, currency, digital asset and reference rate categories, spanning 120 countries and 42 currencies and drawing on pricing data for roughly 35 million financial instruments. Its flagship products are the Bloomberg US Aggregate Bond Index and the Bloomberg Global Aggregate Index, two of the most widely tracked investment grade bond benchmarks in the world, alongside the Bloomberg Commodity Index (BCOM), a broadly diversified commodity futures benchmark. BISL's core specialism is fixed income indexing, where its scale sets it apart from equity focused competitors such as MSCI or S&P Dow Jones Indices. More than 500 ETFs holding over $1 trillion in combined assets track a Bloomberg fixed income index, and Bloomberg states that 55% of total passive fixed income AUM tracks one of its benchmarks. The US Aggregate Index alone covers roughly 13,600 constituents with about $28 trillion in market value. Beyond licensing off the shelf benchmarks, BISL offers custom, client branded index calculation, distribution, administration and governance services built on Bloomberg's terminal pricing infrastructure, aimed at asset managers, ETF issuers and banks building total return swaps, QIS platforms and structured notes. The lineage of BISL's flagship bond benchmark predates Bloomberg's ownership by more than four decades. The index was created on July 7, 1973 by Art Lipson and John Roundtree at Kuhn, Loeb & Co, was later run by Lehman Brothers, then transitioned to Barclays Capital on November 3, 2008 as the Barclays Capital Aggregate Bond Index following Lehman's collapse. Bloomberg acquired Barclays' index and risk analytics business, then named Barclays Risk Analytics and Index Solutions, in August 2016, co branding the indices as Bloomberg Barclays for a five year transition period before dropping the Barclays name in August 2021. Separately, Bloomberg took over administration of the commodity benchmark now called the Bloomberg Commodity Index (BCOM) in July 2014, previously the Dow Jones UBS Commodity Index originally launched by AIG in 1998, and fully acquired that index in September 2020. BISL is authorised by the UK Financial Conduct Authority as a benchmark administrator under the UK Benchmark Regulation. BISL was also recognised by the European Securities and Markets Authority as a third country benchmark administrator under Article 32 of the EU Benchmark Regulation, a status set to apply from January 1, 2026, which preserves EU access to its indices, including its Paris aligned and Climate Transition benchmark families.
